Australia’s Historic $1.7 Billion Radar Deal With Canada Explained: Why It Matters

Arctic Security Just Changed

In a landmark defence transaction, Australia has agreed to provide Canada with sophisticated radar technology capable of tracking missiles over vast distances under an A$2.5 billion ($1.75 billion) deal.

The over-the-horizon radar platform known as Jindalee Operational Radar Network (JORN) serves as a key component of Australia's defence infrastructure, providing extensive monitoring of both aerial and maritime approaches.

The agreement, the biggest defence export ever secured by Australia, also marks the debut overseas sale of the system, which will be used to enhance surveillance capabilities in the Arctic region.

Bilateral Collaboration And Arctic Security Context

"Today's agreement marks a ​significant milestone in Australian defence trade and lays the ⁠foundation for deeper and mutually beneficial defence industry collaboration ​with Canada," Australian Prime Minister Anthony Albanese said about the deal, reported Reuters.

Defence Minister Richard Marles said, “Australia and Canada have always been the very best of friends, but really, with what we have signed today, there is now a very significant strategic dimension to the relationship,” reported CNA.

Spanning nearly two-fifths of Canada's total landmass, the Arctic is vast but sparsely populated, with limited transport and public infrastructure. Much of Russia's Arctic frontier, covering about 20% of the country's territory, sits opposite Canada and Alaska across the polar region.

"Canada is reinforcing Arctic security through ‌the ⁠Arctic Over-the-Horizon Radar project," said Stephen Fuhr, Canada's secretary of state for defence procurement.

"This project is part of a broader effort to build an integrated Arctic surveillance and communications ​network that ​will strengthen Canada's ⁠ability to monitor, understand and respond to activity in the Arctic."

Capabilities

The Jindalee Operational Radar Network, one of Australia's most advanced surveillance capabilities, can monitor aircraft, ships and missile activity as far as 3,000 km away.

Over-the-horizon radar systems work by bouncing high-frequency radio waves off the ionosphere, allowing them to identify targets far beyond the reach of conventional radar and past the Earth's curvature.

Economic Impact

“In total, this will support 1000 direct and indirect jobs,” Marles said, reported nine.com.au.

“But more significantly than that, what this really means is that Australia and Canada now partners in terms of the future development of the over-the-horizon radar.”

“Just as Canada has benefited from decades of investment by Australia in this technology, similarly moving forward we will be the beneficiary of Canada investing hundreds of millions of dollars in [the program] to develop this technology going forward,” he added.

BAE Systems, which oversees the upkeep of Australia's JORN radar network, has been selected to lead the Canadian project.

Initial deliveries are due to begin on July 1, with the project forming the first step in a larger Australia-Canada collaboration aimed at expanding radar technology development.
